  1. Mongolia has received financing from the World Bank toward the cost of the project The Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds toward payments under the contract for the Construction of 4.0km Sun Road East Extension (East-West).
  2. The Municipality of Ulaanbaatar (“the Employer”) invites sealed Bids from eligible Bidders for the construction and completion of the following contract package (“the Works”) that generally include construction of approximately:

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information from Ulaanbaatar Sustainable Urban Transport Project, Oyumaa Davaajav, oyumaa@usut.mn and inspect the bidding document during office hours from 09:00 to 17:00 hours at the address given below.
  3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Mongolian Tugriks (MNT) 700,000. The method of payment will be by bank transfer to the following account:

  1. Bids must be delivered to the address below on or before the deadline 12:00 PM / Local Time on 19 April 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 1:00 PM / Local Time on 19 April 2024. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  2. All Bids must be accompanied by a Bid Security of MNT 170,000,000.
  3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
